Universal Range for Mogo the Living Planet

I recently got finished reading the Sinestro Wars and during the battle with Ranx and Mogo. It was said that Mogo is the one directing the rings to the next person with great willpower and if Mogo falls, the recruitment stops because the rings become directionless. It even shows this when Mogo stops focusing on it, all the rings stop looking for replacements.

Wouldn't this give Mogo the Living Planet Universal range with Cosmic Awareness?.

Universal (Is responsible for directing the Green Lantern rings across the universe for the recruitment process)
