"Final showdown? So be it!" Frogman snaps his laser rod, equipping each half on his hand from outside (to be able to easily block rusted Lifeline if needed). Frogman then takes a deep breath, creating and fueling numerous lungs inside. As Cinner gets to him, Frogman thins the tongue, tears it out of hand, stabs Cinner in the chest, and pulls him towards him faster, like with a grappling hook.

While pulling, Frogman alters shields from bones from the front side (mainly the fist's area). Once Cinner is pulled, Frogman rampages dozens of hits into him each second (releasing the air consumed from behind elbows, making each single punch way faster and more powerful).
 
Pulling Cinner in like that gives him the chance to use Shield Piercer again, charging in with a suddenly extended Lifeline before being pulled right in front of Frogman. Even if Frogman sees it coming with his speed amps, the force will be incredibly hard to hold back. Cinner would go for the chest to knock all the wind out of Frogman, but he could also clash with the fists once he gets in close.

Also I’m pretty sure the only rusted half of Lifeline is the one already discarded
 
Yeah, it's a good strategy, but for especially this Frogman placed his rod halves in his arm's top side, so he could block these attacks. Cinner currently has 1/2 of Lifeline, which has one end rusted and bent into the side, while it's overall rusted by the shots made in the air.

While defending from Shield Piercer with his arm, Frogman could convert the blood from rod-half into the original blood to right away rust the other side of Lifeline (with which Cinner attacked right now). Now the 1/2 Lifeline has both ends downgraded. Even if Frogman has a hole in his defending arm and is pushed back by Shield Piercer, Frogman can pull Cinner again with the tongue still stabbed in. With the other arm (not blocking), Frogman will punch rusted Lifeline from below before Lifeline stabs him again (the other hand with a hole regens meanwhile), giving an opening at Cinner, in which Frogman will now rampage his fist hits.

Lifeline is now out of the equation, even if Cinner could get it back it’s not very advantageous. With that said Cinner has to hope he can block or weave hits long enough for a counter. It’s basically a boxing match now with added puncture wounds. Cinner is very specialized in up front combat like this, even if missing his main form of getting damage. His regen at this point should’ve made up some of the damage attained over this fight like the first tongue piercing
 
You summarized it well, now it's on the point "who can beat more out of the other" to knock him out sooner, both having High-Low regen. Currently, Frogman still would have a slight AP advantage, for all the things he consumed. In hand-to-hand combat, Laser Frogs (Frogmen) aren't half bad either, because they work out and practice boxing each day in FU military bases (I drew even that in 10 years old drawings lol)

Frogman would keep "waiting" for a moment where he could land a clear blow to the head. There, before it lands, Frogman will use his all-red laser blood energy in his body to damage boost this single fist enormously. A clear hit from such a boosted fist (+Cinner is seriously weakened while Frogman almost isn't) should knock out Cinner for over an hour.
 
Cinner has a balance of offense and defense incorporated into his style and the background of being a genius fighter. It’ll be hard to get such a great opening, especially since he’s in do or die adrenaline mode. He’s not above going for a meaty headbutt once he sees a chance to grab Frogman and get him in place. He could also go for a kick/knee. I’m starting to think we’ll need an outside decision for the voting here. Street fighter vs military man is a toss up anytime.
 
Looking through the profile, it seems Cinner has the straight-up skill advantage in a head-to-head like that. Cinner knows multiple martial arts moves from studying books which I imagine should trump boxing every time. Still unsure of what the final outcome may be
 
Frogman has damage-reduction bone plates on the front side and can switch organs (so he can survive a few seconds even if losing in boxing), once he sees the brute strength and speed aren't enough, he could gain the distance by slamming the damage boost punch into Cinner blocking, or rather to the ground.

Using the last of air-compressed could also throw Cinner out of him, while Frogman gains distance to the backside. As for what annoyed Frogman does now, he will hold his distance and shoot another shower of blood bullets (now with just a tiny boost, because lots of energy was lost in past moves). Just after Frogman breaths, he will add air-dense bubbles into the range combo.

The bubbles are not weakened, they are even stronger than their base variant in 8-A. Just the wave of them before was stronger. Speaking of which, you mentioned Cinner having accelerated development, will he get stronger as he clashes with Frogman, or is it just a thing in training/time between fights?

Frogman, seeing Cinner is almost more powerful without Lifeline in close combat, will just keep hopping away when Cinner runs at him, as I mentioned by "holding distance". Frogman can also turn his body mostly into 2 more muscle legs, able to move faster than Cinner with wounds, even if Frogman took several master-box punches before. While hopping, Frogman will keep shooting the bullets, turning Cinner into grand grand Grandpa in under 20 seconds, if Cinner decides to guard them...
 
It’s mainly training but I think he’d get a adrenaline boost here especially from Lifeline being destroyed to boost him beyond his normal limits

I think Cinner would pick up that after that point he needs to stop blocking blood entirely meaning he has to just use his acrobatics to get close again. He could also use the broken up road to block shots whether it be smaller rocks tossed or a big one to make a brief shield and throwing weapon as distraction or even a boost. Cinner would use the road to jump off of, dodge bullets mid air and stomp on Frogman for a ground and pound to finish him.

Acrobatics with switching road debris as a shield could work, but there are 2 notes. Not only is Cinner still damaged from the blood bullet hits and stabs (correct me if Cinner's High-Low regen already repaired it completely), but he is already after his prime (about 55 years old?) from all the red blood hits he has taken. The age should worsen his acrobatics.

Frogman has minimally Genius intelligence, he won't let Cinner close after the punching before. As for Frogman's options:

-Air manipulation: Breathing/ comprising air and blowing a giant current at closely incoming Cinner, throwing him dozens of meters away
-Frogman can grab the road chunks, spin with them, and with massive muscle hand/damage boost and wind boost from the palm of the hand, throw those chunks at Cinner, causing Low 7-C explosions near Cinner (as it's boosted by 4 factors), shattering road chunks everywhere like a grenade
-Frogman can stab other chunks of the road with his tongue, pull up, and eat them to gain strength with each one consumed (his acids inside melt them for EXP, gaining a little AP each time). If the fight lasts for dozens of minutes, the Frogman will outgrow Cinner in AP, nearly one-shotting Cinner with any attack sent in the future
 
Cinner’s healing factor should cover any skin damage caused by the bullets that didn’t go all the way through him and some of the holes/stab wounds

So is there any likely way for him to stop Cinner from executing his strategy of jumping on him? The best I see is the air manipulation but Cinner could take note of his air manipulation from earlier and once he sees him sucking air in time the jump after Frogman’s already fired his blast. The grenade is scary but will basically yield the same result as the air manip especially since it’ll be telegraphed by a spin. The second Cinner is on top, he will vehemently pound away at Frogman to take him out. I’m talking elbows to the head and rib cage.

Even with age the jump should be achievable, Singener is around his 50’s-70’s (haven’t put much thought into him but he’s grandpa age) and was still able to teach Cinner basically everything about fighting. He should be able to handle the 70 man fight Cinner did at the start. Also that would mean Cinner was shot about 44 times. The two times he got hit by blood were when he fell (while condensing himself) and when he blocked while rushing straight for Frog, so just want to clarify the firing rate.

(Yeah, the 2 hands with 5 fingers each firing like miniguns would stack an enormous amount of hits, even if most of them were dodged.) Cinner had way better odds with Lifeline (he could jump into better height and cause unpredictable stretching moves), especially if jumped above Frogman, struck down, and combined this with stretching Lifeline, that's why Frogman was giantly scarred and focused on making Lifeline un-useable.

Acrobatics (Enhanced Condition, Hypermobility, All-Terrain Mobility, Mid-Air Jump) are also good and unpredictable, but not clone to which was possible with Lifeline. Frogman can suck air from all skin or with a mouth developed on the back, Cinner will hardly know. And even if he manages to jump on Frogman, it's a good moment to use 'Aligator Jaws', when Frogman develops sharp teeth on his arms, and like 2 jaws biting, he would grip and crush falling Cinner on him with them (resulting in Cinner double-jumping to dodge, losing his opportunity).

Combining this with Frogman's slow recreative Evolution, I will vote for Frogman FRA. But I will listen to any arguments made.
 
Suppose the end result depends on Frogman’s choice whether it be secretly taking in air or using the rock grenade idea/absorbing the road which both would probably not turn out well for him. As for the Alligator Jaws, Cinner would know this all in attack is his last real chance. He’d see Frogman ready to respond with the arms and see no choice but to proceed. He’d drop in with both legs to kick past the arms, determined to force Frogman into the ground for the final knockout combo. He could use his spine bending to spin midair or against Frog’s arms/hands for that added force and speed to not let himself be grabbed. Combined with his fall speed manipulation, he’s like a drill. I’m seeing a 2/3 chance of Cinner’s wincon being fulfilled.
 
Not sure for which body part Cinner is going precisely, but even if he manages to tear Frogman's head along with 1/3 of his chest off, the hands ('Aligator Jaws') will still get him, even if they literally need to "hug" Cinner against the headless body. The hands can also develop mouths on their other side, gripping Cinner like 2 crushing plates, each being powered by an "enormous motor" (as the wind pressure makes them faster and adds crushing strength). The Frogman's blood from his head torn off will cause heavy age manipulation and can make Cinner stuck.

Rather than crushing him to death, Frogman crushes Cinner into unconsciousness (near death), where he passes out or gets nearly strangled to death (as the pressure forces all air from Cinner's lungs out). As for how the heck Frogman can survive, depositing his brain along main organs into lower parts, or even legs, will save him. But if Frogman had to take 3x of these attacks, he would certainly die, having no space to deposit his organs in. So Frogman likely wins this win-coin with high difficulty.
 
Damn, I’ll vote Froggy then unless Cinner’s frontal assault (he was targeting the chest for the kick and planning to beat Frogman into unconsciousness with a elbow to the face and chest ground and pound) works before Frogman fights back after being put into the ground

Cinner spinning (accelerating the kick) will just blast the targeted thing away, instead of knockbacking the full body (that would need lower impact). Either the head or chest will be blasted off the Frogman's body, which can still keep organs and arms intact (with organ depositing and powerful blood manipulation). You would need 3x of these kicks (so organs don't have any spot to hide) within 3 minutes (as Frogman can regen fingers... and convert fingers into other parts sections.. from which he rebuilds the whole damaged section, slowly).

Anyway, vote counted, BASE Frogman now has 2 votes!

So do you think if Cinner just used his fall speed to kick like initially planned it would break through Frogs guard and force him to the ground for the win?
 
This fight helped me develop a new specific ultimate move, fitting well even in this situation. Frogman hits his opponent with a tongue-grabbing hook, pulls up the enemy close, and then beats them either with a rush of bone-fist punches (powered by wind released from behind elbows), or crushing them with 'Aligator Jaws' (also powered by wind release from sides). It fits well with the ideal of frog pulling prey and "eating it".

As Cinner kicked Frogman at the ground (in this scenario) and is on top of him in air, pulling Cinner with the tongue to the ground too and using 'Aligator Jaws' again will likely also finish him similarly.
