Undertale speed clarification

Why is it that the God and Top tiers of Undertale have immeasurable speed? Frisk has it for moving after the timeline was erased and Flowey has it for being able to switch between save files (timelines) and being able to move outside of them. Don't we usually only consider this infinite speed though? Why are the qualifications different here?

To be fair our explanations for the speeds are really lackluster.
