People who can fight Master Rule like Juiz, Andy (Current),.... should scale from this, because they had blocked a shot that was probably stronger or equal to the one above.

Sandbox here (I've only created two characters, but these are the main characters I'll be scaling up to create the others. Can someone suggest what I should do next?)
