It DOES, because Umas are concepts, if Souls existed before time was a concept (they do)then that either gives souls a ability or a speed, because they existed before time (or at least to the first Generation, aka Victor)

I don't think I agree. The Negators, and really everyone, predated UMA Ghost, but they were all bound by that concept as soon as it began to exist.
