If there are characters who are unbound the verse and the verse gets tier 1A, what tier he get from unbound the verse?

depends on what unbound means in that context, without it, it would give nothing besides being outside of it, not even outside the system or anything, just literally being outside it, like BFR

Based on the context you provided therein, it could be refered to Large Size and Type 4 acausality, or just the first, or mayhaps it is some reality warping stuffs that the whole cosmology is in his control now. Quite vague, so more context is needed.
