Rule:
1. Uiharu Kazari is in her Base key (10-B) while Ned Leeds is 10-B.
2. Ned Leeds has all optional equipment. Uiharu Kazari has the same laptop with Ned Leeds'.
3. Speed is equalized.
4. Uiharu Kazari and Ned Leeds starts at different rooms (similar to https://marvelcinematicuniverse.fandom.com/wiki/File:SMH_Trailer_23.png but without the window) in different floors in the same building. Their rooms are protected by Iron Man Suit-level security systems, preventing anyone expect the person who stays at the specific room at the start and attack (Far above 10-B) anyone expect the person who stays at the specific room at the start. They don't know the exact location of each other.
5. SBA.

Both are geniuses Capable of hacking incredibly advanced tech. But I think Uiharu is the better of the two, having better skills than fellow hackers like Misaka and stomping professionals with ease.

Not necessary. If a person locking another person or making the security system attacking their opponent with superior hacking skill for extended time, it could be considered as incap. I have modified the rule.
 
Why is this speed equal if they have the same speed rating anyway?

Anyway, no idea what feats Ned has, so gonna wait for a supporter before I say anything.
 
Hold on, Ned has the Sling Ring here. He can just open a portal into the room where Uiharu is once he finds out by hacking. Then I guess he just beats her up with his laptop?
 
Ned was shown to be able to open a portal near a person as long as he is thinking about them, even if it's in a location he doesn't know of. He can also open portals to some specific location, as long as he is thinking about them, and he can even open portals to other Dimensions (like the Mirror Dimension) but that was on accident so it doesn't really mean much here.
He can't control when to close the portals, but for opening them he doesn't appear to have any problem, apart from the fact that if multiple variants of the same person exists in the same Universe he might be able to open the portal on the wrong version.
But for the fight itself I am neutral since I don't really know Uiharu, I am just saying his feats with the Sling Ring.

Funny thing to point out, Ned actually had less trouble opening a portal for the first time than Doctor Strange did in his first attempt at magic.
 
Honestly, I'm voting the anime girl. Her hacking feats are superior to the point where she'll probably only take 5 seconds to do something whereas Ned would need 5 minutes. It's not a stomp since Ned should still have enough time to locate her and portal into her room to try and take her out but she'll likely have the entire building under her control at that point.
