I'm very sure the answer to that is "No, it couldn't.". Why?
Because just like its evolved form Jinx, Smoochum's Gender Ratio is 0% Male, 100% Female.
Every Smoochum that's ever been found has been Female, or not affirmed to be Male.
I will admit that "Genderless" Pokemon are actually "Gender Unknown" (Note the Kanji used for the term in Japanese in Gen 2, as well as in the Pokedex book.), but that just means we don't know if "Gender Unknown" species are Male or Female, not that Pokemon of other species that always have known genders could be other Genders.
Put simply, a Male Smoochum seems exceedingly unlikely.
