Here's my reasoning:
In season 6 finale it was shown that Discord could not use any magic in the presence of Chrysalis throne.
In Ending of the End form, Twilight was able to effortlessly bypass all the barriers by Chrysalis's throne parts and warp dozens of creatures all to her simulateously while maintaining conversation and not looking in any of their directions and over several miles. This ability seems to surpass all chaos and conventional magic limitations. Or she is able to also use the unique type of magic that is exclusive to the changelings. Either way, it is something far beyond the capabilities of any other being in the equestrian universe. Chrysalis can bypass the throne but nothing like that stuff. Discord's was completely useless miles from the throne. Twilight Sparkle completely nullified it from miles away and threw a mass teleport with no line of sight on top. Also the teleport was entirely different than the way Unicorn's teleported previously in the show. She just seemed to will them to her.
I think that the Ending of the End in comparison to Rainbow Power forms is probably with Ending of the End form greater with each granting their own sets of powers, but Ending of the End able to charge Rainbow Power at will by drawing from any and all types of beings and willing them to it and transcending all magical barriers in the process. So Rainbow Power becomes just one of the many functions of Ending of the End form now. So I would say Ending of the End form is greater purely because it can also use rainbow power and also has many other abilities in addition to it. Rainbow Power form is only useful with others, but Ending of the End seems useful with others and alone.
So it appears that Twilight Sparkle's Ending of the End form basically stomps everything else in the Equestrian Universe. It has the greatest individual power and can charge Rainbow Power cannons whenever she wants by drawing energy from literally anything alive, while nullifying all restrictions and instacasts with no horn effort necessary.
