Trying to plan a Records of Ragnarok style of tournament for the wiki, only one problem

How can I guarantee all participants get to fight? The anime has the benefit of pre-determined story telling, but if I made the same format here at random, there's no real guarantee that the fight will result in all participants being able to fight. Here are the rules I've drafted:
  • 13v13 tournament decided by a series of 1v1 matches
  • Maybe allow certain members to intervene in a match
  • Takes place in the same arena

Equalize stats. Didn't they essentially give the human champions an item to allow them to take on the Gods? Do the same thing, it'll just be a fun and games thing. It also means that the matches will be determined by skills and abilities
 
Equalizing stats still doesn't guarantee everyone gets to fight because random chance can possibly make it such that the the better fighters go first against the worst
 
then it’s just who has a hax the other guy doesn’t have any resistance too. So it would still be hax lord central
Then characters who specifically exist to adapt to hax like Doomsday and SCP-682 would end up reigning supreme

If a character is so much better that they stomp a character to the point that a fight doesn't exist, one of those fighters shouldn't be in the tournament
 
That's such a vague description of what isn't allowed in a tournament and absolutely not what I'm worried about. I'm worried about one team winning too prematurely and which won't allow the latter parts of the team to fight and participate

Oh that's what you're worried about, alright

What if you split the contestants to 2 teams at random. At every round a random fighter from either team would be selected for the match, preferably in turns (So for example, team 1 gets a randomized pick and the next round, team 2 gets a randomized pick). The opposing team can then decide on which of their contestant fights said fighter at the cost that chosen fighter being unusable in a future fight.
 
I'd prefer there be teams between users, so I might reduce the number of participants
