Transmutation vs Matter Hax

My question here is:
Can resistance to matter hax let you gain resistance certain types of transmutation or vice versa?
And if yes, what level of matter hax would let you resist your average transmutation?
And what transmutation resist feat would be needed to resist atomic/sub-atomic/macro quantum level matter hax?

I feel like it heavily depends. Some instances of transmutation change something like coal into diamond, where the matter manipulation isn't  that crazy, so resisting that would be like molecular manip. But in cases like a character being turned into glass, their sub-atomic structure is sort of completely changed. But again, it's fiction so applying specific science like that would be kind of iffy, I suggest contacting some sort of staff member
