How omnipotent is Soundwave?

Really though, didn't he fight on even ground with Devastator? Isn't that a pretty good feat?

Can't recall he ever fought Devastator in the slightest. But he did faced Galvatron with Optimus.

One of his cassettes Buzzsaw took down Omega Supreme, who can overpower Devastator and tank Megatron's fusion cannon.
