If an entity is said to be unaffected by a time loop because they transcend space-time, does this make them 5-D?

It depends if the transcendence is qualitative and the context around the feat. If the only evidence present is that they are unaffected by a time loop, then no it's not.

What's the range of said time loop. Is it universal? Or just within a pocket dimension. Because it doesn't make you 5-D to just not be affected by time or space itself.
