Round 1: Speed Unequalized (we know how that's gonna go)

Round 2: Speed Equalized (the interesting round)

who wins and why?

Round 1: Papyrus is able to take this mid difficulty due to his far superior speed

Round 2: With speed equalized, this gets very interesting. Papyrus will have to physically hit Tatsumaki to get the gravity/soul manipulation on her, while Tatsumaki can just stand back with her psychic abilities and win from there. She also can fly and Papyrus can't. Gotta give Round 2 to Tatsumaki mid-high difficulty.
 
Alright then.

R1: Papyrus could probably win due to his ridiculous speed advantage, but...he wouldn't try to seriously hurt Tatsumaki.

R2: Papyrus gets curbed. There's absolutely no way he would be fighting at his fullest.
 
Alright. I'll bloodlust Papyrus, then. Assume for round 2 that Tatsumaki is on a Genocide Route, and instead of Sans, there's Papyrus.
