Note: Prime All Might isn't super vastly superior than Weakened All Might level characters like Shigaraki. So Shiggy can somewhat keep up and take hits from him.

Prime All Might being faster would let him avoid contact from Shiggy and land his own hits. While Shiggy can regeneration, his time limit would be the end for him. Once his body begins breaking down there is nothing he can do against All Might. But Shiggy only needs one touch to win and All Might isn't going to know about his decay.

Since All For Shiggy wants to steal OFA, he isn't going to start with city wide decay. Even without that he knows All Might could avoid decay with his pseudo flight. Which means All Might won't be caution of being touched by Shiggy, since he doesn't know what his touch would do.

All Might is stronger and faster, but isn't going to be overly caution against getting touched. Yeah he isn't going to just let Shigaraki touch him, but knowledge of decay will heavily change how All Might fights. Shigaraki can likely go for a tricky play due to his regeneration and could end up touching All Might.

Honestly I'll vote for Shigaraki. All he has to do is just "catch/block" a punch and he wins the fight easily. While that would be difficult due to All Might being noticeably faster than him, I believe Shigaraki landing one touch is more likely than All Might outlasting him.

Also AFO taking over and talking crap to All Might is also possible. Similar to how he opened up a hole in All Might's stomach, but this time it will be 100% fatal. Just rile All Might up and he'll go into a blind rage, worked against Prime All Might and even initially worked against Weakened All Might during their Kamino fight.

All Might would have to travel to the future to fight AFO Shigaraki. He can't fight him by traveling back in time. AFO Shigaraki exist in his future, not his past.

We have seen characters weaker and slower than Incomplete Shiggy somewhat keep up with Prime AM level character so yeah with Regeneration and a surprise Decay, Shiggy will eventually catch AM slippin and dust him

I also vote for Shigaraki due to his regeneration and his Decay working in his favor. He really only needs one good grab on All Might in order to finish him off, and All For One could easily catch him off his guard by taunting him, which would allow Shigaraki to take advantage of the opening to steal the win.
