I've come up with a feat using ken kaneki from Tokyo Ghoul that would give the top tier subsonic+ speed.
First off this is the feat from Kaneki's fight with Shinohara.

This page is all we need. We need to find the distance kaneki tracked and the time he did it in.
For distance we can use the tiles on the ground. Shinohara stands at 1.85 meters tall and takes up about 1.5 tiles. There are 4 tiles separating Shinohara from Kaneki. So there is a 4.93 meter distance between them. However kaneki traveled behind him, the anime depicted this as a circle movement. So if we find the circumference of the circle kaneki travelled we can find the distance he travelled.
Circumference=2*pi*radius. So we do 2*pi*2.47 to get about 12.56 meters.
For speed, depending on the translation, this feat was described as "in the blink of an eye" or "faster than the blink of an eye". The average blink is 0.1-0.4 seconds long so we can use 0.1 seconds to fit both translations. We take the 12.56 and multiply it by 10 to get 125.6 meters per second. Or about Mach 0.37.
Now the reason why the top tiers should be subsonic+ is because a casual Arima fodderized pre timeskip kaneki. Arima should be at least 2x faster than kaneki when he's going all out. He may be even faster. But a lowball such as 2x would put Arima at Mach 0.74. Which is subsonic+
