Basically you just want to make him "Average, Genius in combat"? Because I think people can easily agree with that if he doesn't have any notable intelligence feat not combat related.

Nothing Toji has even comes close to a Genius rating, someone like Jotaro has a plethora of better intelligence feats than him and is a good example of a character with a Gifted rating. Toji should just be Gifted at best
