Palmon wins. AP: Large Building+ vs Building, Striking Strength: Large Building+ vs Building, Durability: Large Building level+ vs Building level. Palmon has access to (even though the profile doesn't show it) Very Stinking Attack and Root Breaker. Plus the Overwrite is Over Powered.

Togepi can't learn Air Slash and Thunder Wave is only a TM which we don't use here.
Anyway, Togepi is at the low end of 8-C so even if Palmon is baseline High 8-C this is still an AP Stomp and a Necro besides.
