I think Ulquiorra wins round 1 with high diff, because of his regenaration. He gets blitzed horribly on round 2.

I still say Tobirama based off experience with high level techniques and also versatility, but it is harder now because Ulqiorra has very good regen outside of his inner organs and throws around city busters like nothing else in Segunda Etapa (Uryuu even comments on this during Ichigo vs Ulquiorra). I'll say Tobirama 8/10, with him just winning via blitz in the speed nonequalized round.
