Where would creating a timestream that encompass all the timelines of a Multiverse, which allows u to travel to even fully erased parts of one of those timelines scale anywhere in AP or even Speed?

With the Element power of time. They danced and then pointed at the sky and created the vortex (blinked into existence pretty much)

Could be Immeasurable Speed as long as they are actually traveling through movement. As for AP, could be 2-A if there are infinite timelines up to Low 1-C.

If there's 15 of them, then ig it would be 2-C right?

As long as they are completely separate from one another. By that I mean, there is no Main Timeline, that if destroyed, all branches disappear.
