Time manipulation interaction with someone who moved on timeless dimension

Rather simple question since my search with the wiki hasn't given me any answer to this question

Said Character has moved on a dimension where Time has no influence over/doesn't exist
since said character can basically move even without time does that give said character resistance to time stop and time manipulation solely for the fact that he doesn't need Time to actually move

yes timeless dimension or void dimension movement doesn't give infinite speed anymore as for Wiki standards as having no time only gives undefined speed in math not infinite
