Even though Tifa might be quantafiably more fast than Goku it doesn't matter when Goku has the combat speed to anticipate Tifa's movements and has such a massive strength and durability advantage. Plus he has the instant transmission which automatically nullifies whatever speed advantage Tia may have, provided with just one good blow and then it's over
