Tier/ap. UP by ability/power?

Hey everyone, I have a question, can Ability/power be used to Up tier with Ap? For example,
Character A has the power to distort reality infinitely, can she go up to a higher tier even without showing the power directly except for the mention of the power to distort reality infinitely?

If its case like Shion from ID, when ever second her power increased, it still didnt make her scale to even high 3-A, but you basically have to show the Character A range for reality warping covers should be enough to give AP
