It's kinda baffling that even after more than a decade, Tien or any of the other human characters would still not be stronger than Cell...

You want Tien, Krillin, and Roshi to be Universal or something? I find it understandable since they are not Saiyans.

No, but I'd expect them to be at least above Super Perfect Cell by now, but maybe that's just me. It'd be cool though if humans had the potential to reach the levels that Saiyans could, like if they were taught by Whis.
