Heimdall was clearly wary of fighting Thor and backed off once Thor intimidated him. This heavily implies that Heimdall knows he can't beat Thor. So I'll vote Thor not only for his AP, but his AOE attacks which Heimdall has no way of countering or dodging even with his mind-reading abilities.

Also, it's funny how Thor beat Heimdall, who beat Hercules, who beat Thor.
 
I mean technically speaking thor can do that if he uses Flight and outranges to hell (low multi range shockwaves)

Nah, Thor spamming AoE and Flight in tandem is standard combat procedure for him.

His own air-blast shockwaves, and a tendency to be able to block and nullify most incoming attacks with his Cestuses, combined with the fact that he sits higher in the scaling chain in terms of strength due to having fought against Hades Soul-amped Kratos and having made him struggle considerably so. Also he excels in close-quarters combat considerably, proving to be more than a match for Kratos.
