I'd tend to go for the Beholder. DeVoe mostly has an advantage thanks to his luck manip but he can still make mistakes in spite of his intelligence and powers and he has some specific but still important weaknesses that can be exploited. Plus, he lacks instant death and ignoring-durability attacks like the Beholder has. The latter is not invincible but it will directly use its full energy and go for the kill unlike DeVoe who is more likely to underestimate it and not use the full scope of his abilities even with prior knowledge of what it can do. So my vote goes for the Beholder
