What if certain verses incorporate this element in their narrative? Also, where do we draw the line when it comes to stories infused with theological or religious themes, in deciding whether they should be indexed or not?

What tier do we typically assign to Theology?

And lastly, is this Boundless or Just 1-A?
When God didst create the world, did He exist or no?

Boundless, the text explicitly frames "God" as transcending all dualities (existence/nonexistence, quantity/quality), surpassing even abstract conceptual hierarchies, and existing beyond the scope of linguistic or logical delineation.

You scale whatever is inside the verse itself and, sometimes, what is around it (interview, WoG, ...). Theology, philosophy and such doesn't "scale anywhere" by default in fiction.

As for the other question, as long as it's reasonably different from the real version, it would be fine. Something like Supernatural is fine, same with Lucifer and other such shows for example.
 
just using elements of philosophy or theology wont scale anywhere. Theology is broady just descrives the study of god in its totalit/oneness/unknown-ness, etc. what i meant to say is tier 0 is inhrently something which can only be reached by this type of scaling.

An author of a story can use all the dharma or karma word soup to describe specific element, you can only scale it to how much the fiction itself portrays.
