So, I noticed that the summoner profiles of the verse never actually say which creatures the summoners can summon.
I can imagine why they don't say, because it's simply that all summoners can summon all summonable creatures, but for clarity of an unknowing third party we should still write it down.

To briefly explain why all can summon all:
Renge interpreted this as a way of carving out a name.

The supernatural was brought in by calling its name. Every part of the world had traditions about not using a god’s name in vain or using code words when speaking about fairies. That had been raised to the level of a ceremony when the Sigil of modern Western magic had created a charm for summoning angels by laying a thin sheet of paper over a special diagram of the alphabet and drawing lines to connect together the name of the angel to be summoned.

The modern summoning ceremony had taken that a step further.

This was not contained to one’s mind.

Nor did it leave it up the gods to decide if they would come.

It was a methodology to summon legendary beings into the real world with 100% certainty. The god was not assisting a human; the human was having the god obey him.

(Honestly, it’s like asking for divine punishment. We go beyond our own minds and physically draw out the Materials floating on “the other side” so we can directly use them!!)

Modern summoners used their White Thorns and the low, middle, high, and lowest Petals to freely control those non-standard monsters within the limited space of the Artificial Sacred Ground.

The trick was how to use the Blood-Sign and White Thorns that determined what happened.
(Volume 1 Opening X-02)
  • A summoner summons by carving out the “name” of the Material and having it possess their vessel.
(Volume 1 Opening X-02 - Facts)

Basically, there is no such thing as special rituals or mana cost involved in summoning in the verse. You just have to spell out the name of the creature you wish to summon during the Blood Sign ceremony and that does it.

And, well, the names of all materials are essentially taught in summoner school:
When looking at the Regulation-class, Divine-class, and Unexplored-class, the Summoning Ceremony could summon as many Materials as there were stars in the sky. What would summon what, how did one lead to another, what route was used to reach what, what Material was the enemy summoning or preparing to summon, how could that be avoided or beaten, and what were their Costs and Sound Ranges? The possible paths were as complex as a spider web.

The location of the Petals and Spots, one’s stock of White Thorns, the terrain, and the movement of the enemy summoner also had to be taken into consideration, but they set all that aside for the time being to focus on it as a thought experiment.

Could they memorize the Materials so efficiently it became second nature?

What was the optimal medium for that?

“Okay. Starting from the Transforming Box (r u m – t e), I use a three hit combo to draw alphabet cards from the deck and complete the Leather Bag that Swallows and Digests (j k v – j k v – k m o l – m). That’s Cost 11 and Middle Sound Range, so the greater Cost and superior Sound Range do major damage to the Cost 10 and Low Sound Range of your Pure Sphere with Hidden Fangs (t – e i – k o – f b – j i). And while Biondetta has to skip a turn, I continue powering it up to the Divine-class!!”

“Vahhh!?”

It was a handmade card game.

Biondetta screamed at the beating she took from the major damage Shiroyama Kyoumi announced and her voice echoed through the large party space.

The adults had taken a trial and error approach to finding a way to teach the 15 the patterns of the Materials through rote memorization and repetitive practice, but as Shigara Masami had watched, she had shouted “God, how boring. You’re never going to get them motivated like that.” and developed this card game all on her own.

The combos and having to skip a turn were not the same as the actual Blood-Sign method, but it was a convenient way to teach them how strong the different Materials were and which Materials made good stepping stones to reach which other ones.

While watching Kyoumi and Biondetta’s duel from a short distance away, Kyousuke asked a question of the person next to him.

It was the developer named Shigara Masami.
(Volume 5 -A Happy Memory from an Unknown Point on the Timeline 3)
At least, that's where Kyousuke, Biondetta and Alberto learned summoning from Shigara.

It's likely that all modern summoners of note were likewise taught by their organizations. Material names were just never treated as secret or rare knowledge in the novels. Nobody ever was surprised by seeing some summon they didn't know existed.

The other ones we have listed certainly know. Elvast Toydream is the leader of one of the 3 greatest summoner organizations and the second most advanced summoner in history, after Shigara. Doctor S is a summoning ceremony researcher and, in fact, the inventor of the whole thing. They both should have the basic knowledge the kids have regarding their profession.

So yeah, all can summon all, which can be specified by simply linking to the Materials corner of the verse page.

Well, I said all, but there are two restrictions to be mentioned. The Colorless Little girl needs a special vessel to be summoned.Only two of Kyousuke's temporary vessels are known to have that ability, Olivia and Meinokawa.
“Jewel Blood, hm?”

“That Western name doesn’t fit the traditional atmosphere, but there’s no helping that. We were always greedy.”

It looked like it would take about an hour longer.

The Blood-Sign method was a contract between a human and a Material, so the better the human would fit in the pages of a biology textbook, the easier the Material could recognize them and synchronize with them. Olivia with her royal blood, royal flesh, and royal soul was the extreme form of that. Aoi was using that to consider the traits of an individual Material and create a vessel that would best be recognized by it. It was not the best comparison, but a carnivore’s sense of smell was quite different from an herbivore’s. The silver-haired shrine maiden was apparently greatly altering the amplitude of that.

The smaller the discrepancy between them, the less the resistance and friction. This was necessary to summon a non-existent Material into her body.

“This will complete the artificial vessel you need, but what about the all-important Material? You plan to create a new Unexplored-class and embed it in the other world for the sole purpose of defeating the White Queen, don’t you? And its divine name will be constructed only from the vowels which are not dyed by the Sound Ranges of the Three. You showed me the theoretical anatomical drawing, but that isn’t enough to create it. Are you going to use a secret life-creating technique such as the alchemical homunculi or Kabbalic golems used for the Regulation-class?”

“I have an idea in mind.”

“…Hm. Whatever it is, the trick will be how to shave off time and prioritize efficiency.”

Aoi glanced over at the collection of equipment filling the kitchen.

She was saying those tools could create most anything, but you could not use them for more than one thing at a time. While creating the Jewel Blood needed to alter her own body, they could not construct the anti-Queen Unexplored-class. That said, they could not win without both, so they could not just ignore one or the other.
(Volume 7 Stage 3 Part 5 )
The rusty flavor bound them together.

This time, the boy had acquired the strongest bond.

“Nn…hh!”

“Olivia, bear with it a little.”

He placed his arms around the small girl’s back and his hand held a cylindrical glass container with a jewel-like red liquid inside. Kyousuke used his thumb to reveal a thick needle. It was obvious what he was going to do.

From the back.

And deep enough to directly reach her heart.

The piercing needle injected the Jewel Blood.

The girl tensed up in his arms and he slowly removed the needle.

“Let’s do this, Olivia.”

“Right.”

“Let’s settle things with the Queen once and for all!!”
(Volume 7 Stage 4 Part 7)
The Colorless Little Girl Dedicated to a Single Goal (aie – a – oio – ei – ueo – ioa – e – uai – ee) really did function as an exclusive nemesis created to instantly kill the White Queen. And it was proven that she can be freely accessed when Olivia Highland uses the Jewel Blood.
(Volume 7 Stage 4 - Facts)
The grimace on her face came from something else.

Someone stood right next to Shiroyama Kyousuke.

A moment before, it had been Meinokawa Aoi, the world’s oldest artificial vessel, but now it was someone a head shorter than even the White Queen.

She had a translucent body.

That monster had a small, undeveloped body that appeared to be around 10 years old and she wore something like an incomplete one-piece swimsuit. Her long hair hid her eyes and poked up on the sides of her head like cat ears. Many weapons spread out around her like a skirt and 12 large and ancient tomes were spread out behind her small back like wings or a clock face. She was an Unexplored-class who should not have existed in this world.

The Colorless Little Girl Dedicated to a Single Goal (aie – a – oio – ei – ueo – ioa – e – uai – ee).

She was a pure Queen killer who asked for nothing more.

<Ghhh!!>

Meinokawa Aoi’s groan of agony rang directly in Kyousuke’s head.

<Curse you. This already!? But, boy, are you sure this was a good idea!? Thoughtlessly siding with whoever gives you strength and supports you is not the best ide-…kssshhhh!!!???>

Completely controlling a Material was nearly impossible to begin with, so if a vessel was thrown inside as irregular a Material as the Colorless Little Girl without warning, they could easily lose consciousness. Olivia Highland had a special inborn talent and had been injected with special artificial blood, but even she would have had trouble restraining the Little Girl and guiding her aim in this situation.

The desperate plea vanished from Kyousuke’s mind.

The White Queen also let slip a deep voice filled with more enmity than he had ever heard.

“So we meet again (rx – ht).”

The undeveloped girl calmly brushed it all off.

She tilted her head, turned deeply mechanical eyes toward the summoner, and spoke.

<Nii-sama.>

“RQ Cat. …This is fine.”

<Nii-sama!>

The situation was perfect for Kyousuke and the Colorless Little Girl.

The vessel’s role was over once that being had been summoned to this world.
(Volume 10 Opening X-02)
That should also be mentioned on his page btw. so I would suggest to add that as well. That and that Kyousuke usually has a vessel available in battle so he can summon, just not any particular one.

The other Material that not all can summon is Shigara Masami, as she is a human that became a summon later on and it's unclear if anyone knows her "summon name" as most people don't even know she is a summon now.

As for a different issue I just recalled requires additional explanation: As the pages already state regarding the protective circle, they basically are designed to prevent anything in the verse from being able to take out a summoner while one is active by rejecting all external influence and give immortality (Type 2) to the summoner while active.
Volume 1 Opening X-02
Traditional summoning techniques involved two especially important circles. The most obvious was the summoning circle itself, but the protective circle that guarded the summoner was also important.
With modern summoning ceremonies, the top priority while using a Material’s power was to prevent the summoned monster from interfering with the ceremony. The circle’s effects could be divided into two major categories: stopping all external elements and preventing the summoner from collapsing mid-ceremony due to internal elements such as lifespan or illness. (i.e. in the unlikely event that the protective circle was pierced from outside, the summoner would not die. It could happen the instant the circle was released, though.) In either case, it was less like the monster was taking pity on the human and more like a computer’s emergency power supply. It simply let the summoner safely end the ceremony before they collapsed. Only the human controlling the monster’s existence as part of the ceremony would be protected and only so they could guide the ceremony to completion.
As such, a battle between summoners came down to the clash between the Materials they had summoned. They could swap out or strengthen their Materials, but they could not interfere any more than that and they could not directly kill the opposing summoner. For better or for worse, they could only continue to watch within the protective circle.

Volume 1 Opening X-02 Facts (Each chapter has a Facts section which recaps all important info given in the chapter)
  • During battle, the summoner enters a protective circle created with their Material’s power. The summoner is essentially invincible during the battle.
Volume 1 Stage 2 Part 2
At the cost of one middle sound, it was one of the weakest Materials, the Original Green (k).
But even if it was one of the weakest, a Material was still a Material. A protective circle that eliminated all attacks was immediately constructed around the summoner and that defended against the countless bullets.

Volume 1 Stage 2 Part 8
“Um, uh, I thought normal weapons didn’t work on a summoner inside the Material’s protective circle.”
Even attacks from the strongest being in the verse, the White Queen, can be defended against, even if just barely.
Volume 1 Stage 4 Part 5
She did not bother running around or approaching. A portion of the white clothing loosely wrapped around her transformed in silence. It took the form of a hammer, flew through the air on its own, and dropped toward Kyousuke like a shooting star.
The summoner was contained within a protective circle that defended against any physical phenomenon and Material attack.
The impact that rattled his brain easily overturned that assumption.
It was not an issue of any actual injury. He could clearly sense “the presence of death” approaching.
He gasped, his mind grew muddy, and his vision twisted as he worked desperately to grasp the situation.
“Bh…gah!? Im…possible…”
Fresh blood dripped to the floor from his forehead.
The next one came before the confusion faded. The protective circle might as well have been a plastic balloon as the corner of a shield thrust up into his jaw and a club knocked him back down before his toes could leave the ground. His mind was shaken as he rolled away from the scorching light of the scene.
The damage of the white rampage was clearly arriving within the protective circle. That circle protected the summoner…or rather, the ceremony itself from any external attacks, internal illness, or anything else that might get in the way. But that assumption was rejected by the approaching chill of death.

Volume 4 Stage 4 Part 5
He forcibly changed direction after fleeing to the side. To avoid the penalty of losing and – more importantly – to avoid having his beautiful partner smashed as easily as styrofoam, Kyousuke did his utmost to suppress his fear and stepped forward. He used the entirety of the protective circle to save Himekawa Mika who was no more than the Original Yellow (s).
A deafening roar followed.
The protective circle could supposedly defend against all deadly factors, but it bent like an unreliably fragile water balloon. Incredibly, it did not actually break and as the invisible wall dented inward, it struck Kyousuke’s entire body.
He literally coughed up blood.
He had no idea how many years this had shaved off his life, but a clean hit would not have left a single shred of flesh behind.
These aspects should be added as explicit abilities to the P&A.
That means for the immortality part they should get "Immortality (Type 2) while the Protective Circle is activated".
For the part where the circle will block all attacks of any Material (i.e. summoned being) I guess it would give "Resistance to [list every hax a summoned being has here] while the protective circle is active". I suppose since the protective circle is also a forcefield, anything that would be blocked by a forcefield requires no additional mention.

So which hax are these?
From the White Queen we get the most: Curse Manipulation, Energy Manipulation, Matter Manipulation, Space Manipulation, Time Manipulation, Soul Manipulation, Status Conditions (likely including instant death), Law Manipulation, Reality Warping, Fate Manipulation (also supported by Red Lady), Power Nullification, Mind Manipulation, Information Manipulation
From the Colorless Little Girl we additionally get: Disease Manipulation, Acid Manipulation, Sleep Manipulation, Transmutation
From Spirit of Fluttering Yellow we get: Dream Manipulation
From Ashen Shrine Maiden we get: Poison Manipulation and more soul and curse support
From the Regulation Class we get: Age and Fungus Manipulation (and more support for already mentioned abilities)

And... I think that's it at a glance.
