V goes cqc often? Because if so, he got cooked instantly.
It would entirely depend on their chosen build, which can range from swordfighting to sniping. I can further elaborate on their build if necessary, but I would assume they're more inclined towards ranged combat, considering most of the weaponry in Cyberpunk are ranged firearms.

Well, if it's the former, funny ice manip and call it a day.

With firearms, if the AP it's the same as V himself, wouldn't be that bad since a enraged Plat (who should be above baseline CB realistically) just pissed the shit of a weaker regen Dio and he was capable of regen in almost an instant. Also, SRSE it's another thing that could help him, or well, just summoning zombies to beat his ass.

So, idk which is the wincon for V, i'll glad to hear it, but it seems that Dio has advantage since no Resistance to Ice Manipulation or Regeneration Negation by the opponent, and he has a VERY slower Travel Speed, so Dio will reach him easily.

I can increase the starting range if need be, though V should be more than capable of, eventually, turning Dio into red mist, considering Jonathan, who is comparable/equal to Dio, can bisect him. V has a decent AP advantage, to which all his ranged weapons scale, and if Dio gets close, V can dodge/jump/slide away at speeds comparable to his attack speed. Dio also wouldn't be able to summon any undead, as this is an empty version of Night City.

Yeah, and he reunited himself as if nothing. Jonathan was only able to deal with him in the end through the Hamon; otherwise, he would have kept regenerating indefinitely. The other option is to completely pulverize his brain, which I don't see as possible with firearmas before he regenerates again. Even Straits was able to regenerate after being completely blown apart with grenades.

Sure, but unless you tell me that the character doesn't usually goes to cqc (and that, clearly, they won't know Dio's ability in advance), they’ll end up getting frozen with even the slightest physical hit.

I suppose by 'empty' you mean with no people around. However, Dio is still able to revive the dead, even those buried for at least two hundred years, presumably skeletons.

Sure, I understand that, but can Dio regenerate from multiple projectiles twice as strong as Jonathan hitting him in rapid succession, projectiles which have explosive properties and which function like grenades? V can fire eight missiles which can automatically lock on and home in on one target with the L-69 Zhuo. In fact, effectively every Smart Weapon in V's disposal will automatically propel themselves towards the head or other vital points.

Again, that's very much dependent on player build, but I'm confident a V who primarily uses firearms, especially explosives, would be more inclined to make distance away from their opponent, instead of switching to a melee weapon.

Night City seldom buries the diseased, if at all, however. There are no cemeteries in Night City, only a columbarium, which is a structure for storing cremated remains. Cremation services seem to be more common in Night City than proper burial services, and they certainly wouldn't bury the dead in the middle of the streets. Dio would only be able to resurrect a zombie, if he managed to find a dead body in an ally or somewhere, which isn't impossible, but it certainly would make it impossible for Dio to start with it immediately.
