The Sauron question

This has been bothering me for a while, but why is Sauron described as the strongest Maia in the setting, when such was never stated in the books. Of course, he was described as stronger at his height in the Second Age than Morgoth was by the end of the First Age, but that doesn't necessarily prove anything, since Morgoth at that point had been reduced significantly, to the point he was easily chained up by Host of Valinor.

If there is an actual reason, could someone please link it into his profile.
 
Wasn't he stated to be essentially how Melkor was to the Valar, just to the Maiar? I recall that being said somewhere.
