The Phoenix vs Cueball

Considering Cueball causes all motion, time, space, particle interaction, etc in the universe I'm not sure if the Phoenix can even move unless he lets it.

If Phoenix can move then it AP stomps, since Cueball takes millions of actions to use any hax. If Phoenix can't then Cueball stomps because he's literally programming every action the Phoenix takes.

Okay, that's what I figured. I agree with Bambu, though this may be a stomp.
