The Outsider gave Pierro the knowledge to create the Heart, which holds the spirit of the Empress.

Here is Pierro's speculation on the spirit with which he created the heart (the outsider gave him the knowledge, so it's correct)

So it makes sense the Outsider has soul manipulation.
