The Nerevarine vs. World Guardian

How strong is Nerevarine's probability manipulation? The World Guardian has all the other powers his opponent has and more, as well as the AP advantage. Unless he is able to avoid all attacks and hax of WG, he probably loses this.
 
Nerevarine can make himself more lucky for certain events to happen (For example: casting a spell.) and can make people less lucky by draining their skills. He has a spell effect called Sanctuary that makes all physical attacks miss no matter what. He also has spells and enchantments that can nullify and reflect magical attacks and can craft custom spells and enchantments for a variety of effects. He can make people his slaves via Command Humanoid, use a Charm spell to raise disposition and make people his friend, use a Damage Fatigue spell to exhaust enemies instantly, making them unable to fight back, paralyze enemies, use a levitate spell/enchantment to fly and so on. Also, unlike WG, Nerevarine can cast spells as much as he want and can cast them through weapons.
