The most consistent Marvel character.

Do you mean those characters that do not have outlier feats?
 
Aside from TOAA? (Who is actually legitimately more consistent than any other Marvel being I can think of.)

Punisher, probably. The closest thing to an outlier I can think of for him was the time he hurt Wolverine by shooting him in the dick.

Other than that, Marvel is shockingly vigilant about keeping him from beating up superhumans too much
 
Punisher was also able to shrug off the Pentance stare because he didn't regret anything

That's still pretty tame compared to other characters in Marvel, though.

Mostly because I'm researching an obscure Google+ series about meme warriors ripping off JoJo and somehow escalating to be Island level and it legit crossed my mind to have the justification for Leawith's stats to be "was able to burn Zombo's crotch"

Which luckily I never had to pull but
 
I should also point out that the gun he used on Wolvie was a shotgun.

And this was at point-blank range.

Frank Castle does not **** around.

EDIT:Wait, no. It wasn't a shotgun. Still point-blank, though.
