I go with Nine cause he has more quirks. In this case his weather manipulation, air shield and Hydra are especially lethal.

Wolfram loses mobility when he gets on the quirk amplification device and he only got to showcase his super-strength after catching All Might and dragging him to him. As long as Nine can spam Air Shield, he should be able to avoid this.

Nine have way more versatility and mobility thanks to his various Quirks, and while Wolfram's colossal cube is pretty powerful, Nine's storm is even stronger, so I'm voting for him.
