To be fair, his regeneration doesn't look that impressive. He reattached his lungs and the top of his skull which seems like Low-Mid at best unless the first scan that's missing gives us something better. Hunter can just obliterate his head with the shotgun and he'll die.

With the current justifications, Burns won't survive anything that destroys his brain which is exactly what the shotgun does.
