Idk much about the Hunter, but it's kinda a quickdraw situation at 20ft away.

Legolas won't be fooled by camoflage, his eyes can see things from kilometres away with immense precision + illusory creations to humans are just artistic works to elves. Considering animals can find him when he's wearing that, the hunter won't be able to get an easy kill.

That aside, both can one shot the other. Legolas is 9-B with bow, knife, etc. The Hunter gets 9-A weaponry.

Personally it's an incon. Legolas has the slower weapon to fire at range with speed equalisation, Hunter just needs to aim and pull a trigger while Legolas needs to draw a bow. However, Legolas is immensely skilled with a bow and has a superhuman body that moves incredibly precisely.

But hunter is skilled enough that he can shoot a t-Rex in the eye from 30ft or a bit more away depending on the weapon,

With a sniper rifle he is able to snipe an enemy from 400ft away

Sure, both are just 20ft away regardless though and Legolas has elven sight and precision (noticed this was missing from the page so I added the link).
