The justification for 10-C is that he "took a dozen years to kill a single person."
The entire point of the series is that the spoon he wields is an incredibly ineffective weapon for killing someone, it's even in the title "The Horribly Slow Murderer with the Extremely Inefficient Weapon", which they show at the start of the video with montages of murders, and they state that it is relentlessly aiming at soft spots to kill Jack.
They imply that The Ginosaji could kill him anytime it wanted if he decided not to use a spoon. Also, Jack spent quite a large portion of this time traveling over the world in an effort to stop The Ginosaji, so he was not being hit all that time. They even show him performing daily activities near the beginning of The Ginosaji's attack.
Here Jack has to put in effort to restrain its arm, and even then The Ginosaji still wins out.
