Because barely moving your arm while someone rushes you isn't good speed scaling

Now, she said 20 minutes likely accounting for her inspection time, so this is a little bit of a lowball, but works for her flight (maybe also attack?) speed

The plasma she fires is the same source that propels her flight, so whoever dodges it should scale in reactions.

1. While she flies thanks to her power, I don't think to her attack speed (like, if her powers were fire, I don't think the logic would apply to that), but I guess it's up for debate
2. No one, like, actually. Her plasma bolts has consistently blitzed everyone she fought (so, Kimiko Annie Kenji and ... Cindy?). So this really only scales to her
