Hmm I might leaning to Ichigo here, its once again barehand vs sword stuff, Ichigo might do more damage and has range advantage with sword, and Ichigo even in beginning of series has good endurance (Can keep fighting even when he stabbed multiple times by Grand Fisher), he also can fly which give him better mobility.
People might said Beast has the skill or maybe AP advantage, but Ichigo has fight people and monster that stronger and scarier than him like Grand Fisher, Menos Grande, and restricted Renji and all of them is has decent fighting experience (Grand Fisher a hollow that average shinigami couldn't defeat for over fifty years, a winged hollow who is blatantly a serial killer and Renji who is well, hundreds of year old).
So yeah, going with Ichigo here.

So The Beast totally can dodge the Ichigo's first attack and oneshot? Both of them is still building level and again, Ichigo can still keep up with restricted Renji so Ichigo is not totally helpless in CQC.

What does both being building level have to do with eye gouging or throat slashing or what? AP isn't everything when it comes to doing damage as much as this site leads it to be. No reason you being the same AP means you striking where it's critical is really dangerous.
Deflecting a blade that isn't headed your way isn't all that dangerous actually.

I'm sorry but I don't follow... When it comes to damage a sword can do more damage than barehands, being stabbed/slashed is more painful, more lethal than being punched.

It's also harder to wield a massive weapon as opposed to just being able to use your fist, also much more versatile then just slashing
Simple, making blade go further away from you or disarming you after it misses isn't all that difficult for those who understand how.

It's also more fatal if you try to block or fail to disarmed a foe with a sword, again Beast is not going to easily disarmed Ichigo as @Kazuik said above he always fighting even when he was teens (protecting his sisters from bully), trained in karate, street fighting, and even when the first time he gained shinigami power he can dispatch a hollow with ease despite the first time he ever faced a hollow.

Yeah, I think that Beast takes this one, he is a master of martial arts and I kinda doubt that Ichigo was fighting other masters of martial arts when he was older ( I mean, unless the people he gets in a fight with are all master of kung fu and shit like that)
Besides, fighting bigger enemies is easier for Kurosaki, because you know, there isn't much to miss, and he just aimlessly slashes the hollows, as he doesn't really know how to properly fight with the sword yet.
Meanwhile Beast fights against humans and somewhat superhumans, different of Ichigo who fights Hollows and normal non master of martial arts.
Beast wins.

Hollow might not be martial arts master but The hollow he faced and defeated has outwit Soul Reapers for 54 years so they have experience and not the mindless one. Hollow may be big but it doesn't mean they're easier to hit. They're fast and even faster than Ichigo.
