Seeing as three screams basically reduced Blake to a breathing corpse, two should be enough to make Noise too apathetic to keep fighting.

If he gains resistance towards the ability them this is kinda irrelevant tho.

They snapped out of it after a bunch of the surrounding Apathy horde was vaporized by Ruby's eyes. They could shrug off the passive effects when they panicked, like when Ruby dropped the lamp into the well, or when Yang got worried hearing Ruby scream, but not the screams of the Apathy themselves.

So as long as they are killed/defeated the effects dissipate? Them if Noise petrifies it he will win, since The Apathy has no way of breaking out of it.
 
Pain and suffering isn't comparable to Apathy. Pain and suffering are feelings that evoke action. The Apathy's screams do the complete opposite. Even if Noise gains a resistance to the first screams via power mimicry, he won't be compelled to do anything to stop any further screams.
 
There's no "eventually". Noise can gain resistance to having his willpower drained, but he can't restore the willpower that's already been drained. By the time his resistance has progressed to the point of further screams being useless, he'd be a living corpse.

Reminder that only one scream was enough to turn Blake from "tired but still willing to run away", to someone willing to die in a sewer without a care in the world. Even one serious scream from the Apathy can drop Noise, and the follow-up would finish him off.

It would eventually wear off though, assuming The Apathy was incapacitated. If you couldn't recover from it them Blake wouldn't have the effects eventually wear off. So even at the worst possible scenario it's still an incon for Noise.
 
The problem is that Noise wouldn't be able to incapacitate them, as soon as one of them screams he will just lose the will to exist

The time it takes for one of them to scream is the same time it takes for him to petrify his opponent, so for all we know The Apathy screams at the same time noise uses his petrification, making it so one incapacitates the other one.
