The 2 weakest pokemon fight each other to see who is stronger.

Wishi has Darkness manipulation to lowers stats, + flight, and ice, earth, and steel manipulation offering more variety to work with

Could've just done Magikarp vs Feebas. But yeah Wishiwashi is more versatile and likely smarter too.

i dont really see how or why wishiwashi has flight, ice manipulation, earth manipulation, or steel manipulation, (even if it does magikarp resists metal and ice manipulation.) its moves are as follows: aqua ring (water), aqua tail (water), hydro pump (water), endeavor (normal), and double edge (normal). magikarp on the other hand has: tackle (normal), flail (normal), bounce (flying), hydro pump (water), rage (normal), dragon rage (dragon), and struggle (normal). thats 5 moves and 2 types vs 7 (8 if you count splash) moves and 4 types.

that and i believe magikarp should have a durability and stamina advantage. plus with a berry it could even heal itself (and it does have some regen). and its abilities should allow it to boost its speed enough to give it a speed advantage. i vote magikarp.

Likely from TMs and Tutor moves being included in its full possible loadout, however that is correct that probably shouldn't apply to this situation.

However, most of Magikarp's options don't either. This is a 10-C Magikarp, not an Elder. Literially the weakest type of Magikarp, which not only means we're going with its lower durability ranking but the Magikarp is at least somewhat limited in the moves that it could possible know when it's a 10-C 'weak' Magikarp compared ot the Elder.

It probably doesn't have the useful extra moves in its arsenal like Bounce, Hydro Pump, Dragon Rage. They're very dull and clueless creatures that put themselves into danger regularly. And Wishywashy can also bring its own brand of regen to the table with Aqua Ring to counter one of Magikarp's few advantages, and a low regen is not one that can keep you in the fight for long anyways. Plus the speed change either requires rain or Wishywashy to use a dark move, which makes its usefulness limited since its relying on Wishywashy's actions.

On the other hand, Wishywashy's NATURAL move list is incomplete. Growl and Tearful Look are both natural moves that should lower Magikarp's AP even further. It has Darkness attacks with Fient Attack and Beat Up for variety (though that could play into Magikarp's advantages, true), Endevor makes a good comeback option or a way to return the self inflicted pain of Take Downs and Double Edges. And Wishywashy just doesn't have the same dull track record that Magikarp has, it should be smarter and be able to make better decisions in battle.

Wishywashy was designed to go somewhere, Magikarp is fodder leading up to an expectation subverting evolution. At thier weakest, Wishywashy just has more it can use.
