Teleportation Speed value?

I know that Teleportation is typically (if not totally) disregarded for not traversing the space between point A to point B when being displaced. but I go through some official definitions for Teleportation on how it is "moving between to points without crossing the intervening space" and such.

But I believe that the devils in the details that while one cannot use distance between to get speed or time, they are still moving through space, just the space around them as they are still displacing their matter.

In short, I think if we are to get speed for teleportation it should be based on the characters' Height, Width and/or Depth in which direction they teleport. Especially when they are used for reaction speed, as there are cases of that happening in various medias, like Minato's Flying Raijin Technique.

That way it would not lead to massive outliers and such while keeping true to the nature of Teleportation (unless there is more complex mechanism certain Teleportation techniques in fiction describes them as).
