I'll also vote for Pilgor due to her having an LS advantage, speed/agility advantage and is likely smart enough to use her hax and other advantages in order to win the fight. Even more, her weapons/guns would be able to at the very least distract or do small damage to the dinosaur, exhausting him too. Pilgor ftw
 
You know, now that i think about it, this thread almost feels like a stomp, Godzilla can't do anything here and by the time that they start fighting, Pilgor would just stop time getting the win instantly.

I'm not sure if Pilgor's first move even would be to stop time, and if Godzilla gets close, he can do a lot of damage

Assuming if Pilgor is "in-character" she'll probably try to ram Godzilla, although i don't think she'll be able to do that due to Godzilla's size but then again Pilgor is powerful enough to ram cars to the point where they explode.
