Sasuke takes this 9/10. He would punch the crap out of Sylar in close combat and his susanoo can react autonomous if Sylar uses Telekinesis on him. Sylar has almost nothing against Susanoo, except Radiation Manipulation which can make him a human nuke, but that takes some time. The rest of his abilities is pretty much useless (he only had Radiation manipulation pre-shanti). If we assume that he is post-shanti, then its most likely 8/10. He can now dodge attacks with flight, attack with lightning (useless against a raiton user) and has regen. But Sasuke can still cut him in half, like madara or kill him with susanoo. And I didnt even mention genjutsu. The only usefull ability for Sylar is Telekinesis, but Sasuke can counter that with Amaterasu and Suanoo.
