Considering he can damage the player's character even when using infinite health cheat code (even tough its a cinematic), he should have a quite high tier. He also was apparently able to instantly swirl a lot of characters right after leaving.
He also can't be damaged during this cutscene at all, even if using cheat weapons or distorting gravity (yea you can do that in this game via an integrated command tab)
