So I believe this should upgrade Sweet Tooth in the truck to large building to city block level. Thoughts?

Seems fair. Since he took a few shots to destroy the Statue of Liberty and only detroyed part of a dam, I'd say Large Building level wold be best.

why is Sweet Tooth's speed "Street level"? I dunno his base speed so someone that knows should fix that. It does not make any sense.
