Xenoverse 2 Trunks is Low 1-C.
An ordinary survivor with a Level 3 Transphere can harm Breakers Perfect Cell with exclusively ki attacks (and other special techniques like Justice Rush, non-special melee attacks while not in Ultimate Dragon Change or as SSGSS Gogeta will result in them doing no damage and being swatted away by all Level 4 raiders, Perfect Cell is one such raider) who fought Super Saiyan Breakers Trunks. Breakers takes place around the same time as Xenoverse 2, as Breakers Oolong escapes the Breakers lobby, a platform on Conton City's sea of clouds, to meet XV2 Future Warrior, XV2 Trunks and the Supreme Kai of Time.
Kaioken Rush, while the damage is minimal, does harm all raiders, even Level 4 ones. Low 1-C via Kaioken Rush. Rocket Launchers are the same deal. Low 1-C Rocket Launchers as well, since they aren't actually ordinary weapons and are provided by Time Patrol specifically to defend against Raiders.
In the end, their tier would be: "9-C physically, 9-B with gun, Low 1-C with Transpheres, abilities and equipment, higher with Super Transpheres and Ultimate Dragon Change"

They are still vastly weaker than him physically however, as he takes no damage from their melee attacks and swats them away casually), higher with Super Transpheres and Ultimate Dragon Change (With a Super Transphere, Survivors are capable of matching a Full Power Super Saiyan Broly, who should be no weaker than Perfect Cell, who can fight equally against an Ultimate Dragon Change Survivor)
