Let's say a 4D being got his powers sealed who can easily destroy universe just by existing. The person made that seal is a normal human being with his technology.
Will this give him that rating ?

If what you're trying to say is sealing a tier 2 power through technology, then yes, it meet the supergenius requirements.

In order to qualify for a Supergenius rating based on technological prowess, a character should be able to essentially warp reality in virtually any way that they wish on an at least base level infinite (High 3-A) scale with their inventions, or even use them to overpower tier 1 entities for higher cases.

Also, this part seems out of date. In the new system, it should be from High 3A to Low-1A.
