Stupid question, but what tier is this

So, an entity who created an infinitely sized domain where the infinitely lowest part exists outside of a space-time continuum (a void) and the infinitely highest point embodies it's higher spaces.

I was thinking High 3-A based on "Infinitely sized domain", but then the dimensions part makes it super vague. It could be interpreted as Tier 1, but the way it's explained is whack.
